Commonwealth Special Education Endorsement Program (CSEEP)
Eligibility
An applicant must:
-
be employed full-time in the Commonwealth of Virginia and assigned to teach students with emotional disturbance, learning disabilities, and/or mental retardation in a public school division or state-operated program;

hold a valid Special Education Provisional/Conditional License in emotional disturbance, learning disabilities, and/or mental retardation OR a provisional license in Special Education: General Curriculum;
-
be recommended by the employing public school division or state-operated program;

be assigned a mentor by the employing public school division or state-operated program who is endorsed in the same area(s) as the applicant is seeking; and
-
be currently admitted to ODU. If you are not currently admitted to ODU, you must complete the Non-Degree Entry process with your site director or the Admissions office prior to submitting CSEEP/PPET applications.
Program Application Process
To apply, each participant must submit a complete application packet. The complete packet must be received at the address below by the designated deadline. The complete packet consists of:
- a completed CSEEP Participant Application Form with appropriate signatures
(Appendix B); - A completed CSEEP Mentor Form with appropriate signatures (Appendix C);
- Official college transcripts from all universities attended other than Old Dominion University. No grade reports will be accepted;
- A copy of the Special Education ED, LD, and/or MR Provisional/Conditional License OR Special Education: General Curriculum License information from the Virginia Department of Education. This information consists of:
- the license certificate in the teaching area of ED, LD, and/or MR OR Special Education: General Curriculum;
- the endorsement requirements for ED, LD, and/or MR OR Special Education: General Curriculum; and
- the professional studies requirements for ED, LD, and/or MR OR Special Education: General Curriculum; and
- copies of any licensure test scores or certificates, if available (e.g. Virginia Communication and Literacy Assessment (VCLA), Virginia Reading Assessment (VRA), Technology Standards for Instructional Personnel (TSIP), PRAXIS I, PRAXIS II).Test scores are not required for entry into CSEEP/PPET but will need to be added to student records if available.

Use this grant office address or fax to send all required CSEEP application documents. It is the participant's responsibility to make sure all required CSEEP documents are received at this address by the designated deadline.
Grant personnel will review applications. Official notification of acceptance, course approvals, and registration procedures will be sent to the participant.
Application Deadlines
Grant applications can be faxed or mailed to the grant office according to the following schedule. Applications not received in the Norfolk CSEEP office by the appropriate due dates will be considered for the following semester.

Special Education Conditional Licensure
The Special Education Conditional License is a three-year, non-renewable teaching license issued to an individual employed as a special education teacher who has not met all special education endorsement requirements. To receive a Special Education Conditional License an individual must:
- hold a baccalaureate degree from an accredited college or university;
- be employed by a Virginia public school and have the recommendation of the employing agency;
- have completed six semester hours [two competencies] in the core competencies to include characteristics of students with disabilities and legal aspects associated with students with disabilities;
- have a planned program of study in the assigned endorsement area, and
- have an assigned mentor endorsed in the same areas as the participant's conditional/provisional license.
